  A 1982 graduate of Randallstown Senior High, Randallstown MD, Mr. Latham served in the Navy as an Mass Communication Specialist. His diverse military experience included tours of duty on aircraft carriers, submarine tenders, airborne command posts, and flag-level staff positions.  Most notable were assignments to the U.S. Naval Academy, The Pentagon-Chief of Naval Operations briefing team, and the National Airborne Operations Center as a Current Operations Section Chief and Officer. During his naval career, Mr. Latham served throughout the United States and world including tours of duty in California, Virginia, Maryland, Nebraska, Florida, and Italy with operational deployments to Brazil, Columbia, Japan, Great Britain, France, Spain, Greece, Nova Scotia, Portugal, Israel, Barbados, and Egypt.   Beyond his primary occupational specialty, Mr. Latham’s assignments included positions as Training Officer, Instructor, Firefighter, Nuclear/Biological/Chemical (NBC) Response Team Member, Administrative Officer, and Enlisted Promotion Exam Writer. Immediately following the events associated with Hurricane Ivan (2004), Mr. Latham assumed the responsibilities of Disaster Preparedness Officer for the Naval Education and Professional Development Command, Saufley Field, Pensacola, FL which he held until his retirement from active duty in October 2006.   Mr. Latham is entitled to wear the Defense Meritorious Service Medal, Air Force Aerial Achievement Medal, Navy/Marine Corps Commendation Medal (6 awards), Navy/Marine Corps Achievement Medal (4 awards), Navy Good Conduct Medal (6 awards), among other campaign medals and service ribbons. Additionally, Mr. Latham is authorized to wear Enlisted Air Warfare Specialist (Silver) and Naval Air Observer (Gold) wings.   From October 2006 – April 2010, Mr. Latham served as an Emergency Management Coordinator and Hazardous Materials Technician within the Pasco County, FL Office of Emergency Management. During this short period of time Mr. Latham successfully managed floods, hurricanes, tornadoes, wildfires, and CBRNE related incidents.   Mr. Latham served as a board member for the Tampa Bay Urban Area Security Initiative (UASI) Critical Infrastructure Protection Committee (CIPC), and currently serves on the Campus Security Committee within the Regional Domestic Security Task Force (RDSTF). He is the regional voting member for Florida’s State Working Group on Campus Security. Mr. Latham also serves as a Planning Section Chief for the nationwide deployable Tampa Bay Incident Management Team (IMT, Type III), serves on the Hillsborough County Local Mitigation Team, Post Disaster Redevelopment Planning (PDRP) Infrastructure Technical Advisory Committee, and Resilient Tampa Bay initiative. He is also a member of the National Association of Contingency Planners (ACP) and International Association of Emergency Managers (IAEM).   Mr. Latham is a qualified Incident Command System (ICS) instructor of FEMA’s Emergency Management Institute (EMI). In 2010 Mr. Latham achieved certification as a Florida Professional Emergency Manager (FPEM) from the Florida Emergency Preparedness Association (FEPA). He currently serves as the association’s Chairman for the Higher Education Emergency Management Committee, and previously served as Area Governor (Area IV, Greater Tampa Bay Area) from 2010-2012. He received his Certification in Homeland Security from American Board for Certification in Homeland Security in 2010, and received qualification as a Business Continuity Planner from the Disaster Recovery Institute International (DRII) in 2011.   Mr. Latham holds a Bachelor of Science in Executive Management, magna cum laude, from Hodges University (2008) and in 2011, attained his Masters of Education, summa cum laude, from the University of South Florida, with heavy concentration in risk and social vulnerability. He is continuing his studies and is currently enrolled as a graduate student at the University of South Florida pursuing a second Masters of Arts in Global Sustainability with a concentration in water and disaster risk reduction, and a Graduate Certificate in Disaster Management.
